Another good idea. As for my idea of special footwear, it can be just about anything. Maybe shoes with no soles on the bottom, leaving the soles of the feet showing or even an insole placed into their original footwear that secretes a liquid that makes their feet more ticklish than they alreadt are?
Just use your imagination.

Or perhaps they can each have a bottle of ticklish lotion to apply in some body part. And for reach a ticklizh spot, they must fight their opponent like in a serious fighting scene, but instead of losing lige, they lose a part of their costume.
I mean, they can have both a special tunique for the contest which absorbs damage but convert them into points which make disappear some part of the clothes.
And when a girl can tickle another for a certain time,it is like a combo. And as a reward of this performance, a special item appears right from nowhere to give an advantage to the tickler to torture the ticklee with evenmore performance.
Excuse me, my imagination goes wild XD

Honestly, as much as I like the princesses in this...The Major and and Samus just have too much tech on their side for me not to see them winning, maybe they short out and you give us the 'tech isn't always the best' kind of moral message
